Program Overview

The Landlord Association, LLC Certification Program recognizes rental property owners who demonstrate professionalism, integrity, and knowledge of Texas landlord-tenant law.

Certification identifies members as trusted housing providers who meet consistent standards for fair housing, safety, and ethical property management.  This program is managed by the Landlord Association, LLC., and is open to all active members in good standing.


Program Objectives

  • Promote safe, well-maintained housing
  • Strengthen landlord-tenant relationships through education and fairness
  • Protect landlords from legal and financial risks through training
  • Increase public confidence in local landlords
  • Support community development through responsible property management


Eligibility Requirements

To apply for certification, landlords must:

  1. Be a current member of the Bell County Landlord Association.
  2. Agree to follow the Landlord Association, LLC Code of Ethics and Fair Housing Compliance Pledge.
  3. Own or manage at least one rental property.

Certification Steps

Step 1: Application

Submit a completed Certification Application Form including:

  • Proof of active membership
  • Rental property address(es)
  • Signed Code of Ethics form

Step 2: Education & Training

Complete the following Core Workshops or Online Courses offered or approved by the association:

  1. Texas Landlord-Tenant Law & Fair Housing
  2. Lease Agreements & Legal Forms
  3. Tenant Screening, Evictions & Legal Procedures
  4. Property Maintenance, Inspections & Safety
  5. Financial Management for Rental Properties
  6. Community Engagement and Tenant Retention

Each course may be offered quarterly in person, via Zoom, or as a self-paced online module.


Step 3: Documentation & Self-Assessment

Applicants complete a short Property Standards Checklist confirming:

  • Working smoke detectors & secure locks
  • Safe electrical & plumbing systems
  • Clean and sanitary living conditions
  • Compliance with all city rental codes


Documentation required:

  • Proof of property insurance
  • Copy of standard lease agreement (with personal data removed)

Step 4: Review & Approval

The Certification Review Committee evaluates applications within 30 days.
Once approved, landlords receive:

  • A Certificate of Achievement (digital + printable)
  • A Certified Landlord Badge for use on marketing materials and rental listings
  • Inclusion in the Public Directory of Certified Landlords on the association website.

Applicants complete a short Property Standards Checklist confirming:

Landlords complete 3–5 core workshops or online courses, such as:

  1. Texas Landlord-Tenant Law & Fair Housing Basics
  2. Lease Agreements & Legal Forms
  3. Tenant Screening & Eviction Procedures
  4. Property Maintenance & Safety Standards
  5. Financial Management for Rental Properties

Add optional continuing education (CE) credits each year to stay current.

Applicants submit:

  • A copy of their standard lease agreement (redacted for privacy)
  • Proof of property insurance
  • A self-certification checklist covering:
    • Working smoke detectors
    • Basic safety & maintenance standards

After completing all requirements:

  • The landlord receives a “Certified  Landlord” certificate (digital + printable)
  • They’re added to the Verified Member Directory online
  • Their listings receive a Certified Landlord Badge on the rental board

Certification is valid for 2 years, with renewal requiring one updated workshop or review session.
